Location: Deaf Village Ireland and other locations associated with Reach Deaf Services
Salary: €65,000-70,000 Per Annum
Contract duration: Permanent, Subject to probationary period and Garda Vetting

Duties and Responsibilities:
Below are the key areas of responsibility; (This list is not exhaustive)
- Deliver a professional HR service across all areas of Reach Deaf Services this includes acting as the senior point of contact for all HR queries within the organisation, addressing all queries in a timely manner and supporting managers through the management of employee performance – probationary period, grievances, disciplinaries and performance management processes
- Supporting the continuous improvements needed for the digital HR system ensuring employee data quality is maintained
- Manage Large scale strategic HR projects across the organisation as needed
- Be fully abreast of all current HR legislation and ensure changes implemented appropriately within Reach Deaf Services – Advise and support managers on developments in employment law, best practice and practical applications to assist in staff management. Review Employment Handbook annually.
- Identify training and development needs within the organisation and ensure consistent practices are applied in a professional manner supporting HIQA standards and requirements from CORU and other legislative bodies facilitating the delivery of a Professional service across the organisation
- In partnership with the Data Protection Officer ensure that all data protection requirements are in place
- Managing key stakeholder relationships with other departments as well as with HSE, Union, supplier or CORU representatives.
- Reporting key HR metrics on a monthly basis for the Board and identifying any HR risks that may escalate with a focus on progression and improvement
- Provide support and guidance to the CEO with regard to any staffing/ employment issues and any changes in legislation around HR & governance
- Oversee Garda vetting procedures for the organisation ensuring all staff are correctly vetted and records maintained.
- Management of best practice recruitment processes
- Provide support to the facilities manager in ensuring organisational safety statements are relevant and up to date
- Ensure structures are in place to provide Reach Deaf Services staff, and service users effective interpretation of ISL and English
- To monitor the functioning of the centres to ensure compliance with the National Standards and children and vulnerable adults’ regulations
- Manage the culture plan for the organisation across all departments

Other duties

The foregoing should not be considered exhaustive. There will be a number of HR initiatives / projects each year that the HR Manager will be required to manage or lead.
Knowledge and Experience
- Appropriate 3rd level qualification in Human Resource Management
- Competent in ISL to a minimum of QQI level 4 or willingness to learn ISL to QQI Level 4
- Ideally CIPD qualified or equivalent
